Traffic Signal Permits

• Fix: Updated guidance tab with more validation
• Fix: Don’t loose the dates if the page is submitted and the page is invalid
• Fix: Show the purchase order number in the expander on the manage page
• Fix: Change the wording on the number of traffic signal permits (now Traffic Signal Heads Required)
• Fix: Added Validation to the billing tab (so you must select the checkboxes agreeing to pay costs).
